"No Thrills!!!" Can this be reason to leave the job?

Some of the BPO companies who shifted or started their branches to to
tier II or tier III cities are facing this weired problem these days.
Some of the employees who are working in metro cities and are become
habitual to these metros are not willing to work in tier II & tier
III cities.
There are no big shopping malls or multiplexes which has become
necessity of these youth. So only having good transport facilities or
affordable home prises is not going to help. If talented youth is be
directed to such cities then something more has to happen.
Some BPO employers, when asked to shift to such cities decided to change the company..
Now this surely is a new challenge to companies...
